Naan Mudhalvan’ is a visionary initiative launched by the Honorable Chief Minister of Tamil Nadu, designed to shape a brighter future for the state by empowering the young demography with essential skills. The program includes the establishment of the Naan Mudhalvan Competitive Exams Vertical (NM-CE), which has a primary focus on empowering the youth of Tamil Nadu to excel in Competitive exams conducted by Union government recruitment agencies.
Through comprehensive training and dedicated assistance, NM-CE aims to equip young individuals with the skills and resources they need to succeed in these demanding exams and increase the representation of Tamil Nadu candidates in Central Government Services.
In the Budget Speech 2023-24 of Tamil Nadu, a remarkable scheme has been announced to support Civil Service Aspirants that the Tamil Nadu Skill Development Corporation (TNSDC) will implement a scheme in coordination with All India Civil Service Coaching Centre to help civil services aspirants to access better coaching facilities and materials. Those students who clear the preliminary examination will be provided a lump sum amount of Rs.25,000.
Objective of the Naan Mudhalvan UPSC CSE Mains Scholarship Programme
Naan Mudhalvan – UPSC Mains Scholarship Programme is an initiative that seeks to endear the aspirants who cleared the Preliminary exam with monetary assistance ensuring that they can prepare for their CSE Mains exam without any financial hurdles and enhance the success rate of the dedicated aspirants of Tamil Nadu to achieve their dreams of serving the nation through civil services. All candidates who are native to Tamil Nadu are eligible to receive the scholarship and can avail it only for the current year after clearing the Preliminary exam-2025 and not for the past performances.

The candidates who have cleared UPSC Civil Services Preliminary Exam – 2025 can apply.
Note: This Scholarship is entitled only to Candidates who are native of Tamil Nadu. Nativity Certificate has to be produced during Certificate Verification.

he Naan Mudhalvan – Competitive Examinations Division of the Tamil Nadu Skill Development Corporation has extended the deadline for the application of incentive scheme for the UPSC Main Examination.
The scheme offers ₹25,000 directly to the bank accounts of students from Tamil Nadu who passed the UPSC Preliminary Examination 2025 (held on May 25, 2025), to help them prepare for the Main Examination.
The online application for this incentive was released on June 21, 2025, at
https://portal.naanmudhalvan.tn.gov.in/upsc_registration/. The original deadline for submitting online applications was July 2, 2025.
The deadline has been extended from July 2, 2025, to July 13, 2025, due to requests from many applicants who are in the process of obtaining residence/nativity certificates.
Details of certification verification will be uploaded on the Naan Mudhalvan website after initial scrutiny of the Application.
